Coinbase may relocate part of its business outside the United States if Congress fails to introduce comprehensive cryptocurrency legislation. Brian Armstrong, CEO of one of America’s largest cryptocurrency exchanges, has warned that this remains a possibility.

Speaking on Capitol Hill, Armstrong stressed that Coinbase’s priority is still to expand in the US. However, the company needs clear and stable rules that will not change whenever a new administration takes office. Only a predictable regulatory framework will allow businesses, investors, and users to plan for the long term.

According to the Coinbase CEO, delaying or rejecting the proposed regulations could push investors, startups, and users toward countries with clearer legal frameworks. As a result, the United States could lose some of its competitive edge in the financial technology sector.

Other markets are already establishing rules for digital assets. The European Union has introduced the Markets in Crypto-Assets Regulation, known as MiCA, while the United Arab Emirates, Singapore, and Hong Kong are developing their own regulatory frameworks. This has prompted many cryptocurrency companies to rethink their international expansion strategies. Coinbase is also growing its presence outside the US and applying for licences in additional countries.

Meanwhile, Congress is working on legislation that would determine which institutions should oversee digital assets, what rules cryptocurrency companies must follow, and which investor-protection standards should apply.
