Russia is tightening its stance on cryptocurrencies in the context of the ongoing war with Ukraine. The Prosecutor General’s Office of the Russian Federation has labeled the Ukrainian cryptocurrency exchange WhiteBit as an entity of poor reputation. According to an official statement, the platform was allegedly used to facilitate illegal financial transfers from Russia and to support Ukraine’s armed forces.

The decision applies not only to the exchange itself but also to its parent company, W Group, as well as all affiliated and subsidiary entities. Russian authorities claim that the infrastructure of these organizations enabled activities harmful to Russia’s financial interests, including the transfer of funds out of the country.

According to data presented by the prosecution, WhiteBit’s management is said to have transferred approximately 11 million US dollars to the Ukrainian military since 2022. Around 900,000 dollars of this amount allegedly went toward the purchase of unmanned aerial vehicles. These figures come from the Russian side and were included in an official statement.

The announcement also mentions cooperation between the exchange and Ukraine’s Ministry of Foreign Affairs, as well as technical support provided to the United24 platform, which collected cryptocurrency donations for Ukraine. Russian law enforcement agencies argue that these actions facilitated the flow of crypto assets into Ukraine.

It is worth noting that Russian authorities did not announce any technical blocking of the WhiteBit exchange. The statement concerns a legal assessment of the company’s activities and its designation as an undesirable entity, rather than an actual restriction of access to the platform.

This situation fits into the broader context of cryptocurrency market regulation in Russia. Currently, no legally registered cryptocurrency exchanges operate in the country. The central bank has announced that work on regulations governing crypto exchanges and exchange services is expected to be completed by July 1. The introduction of liability for illegal brokerage activities in the crypto market is planned for July 1, 2027.
