Russia to Launch Digital Ruble on September 1

Russia is set to officially launch the digital ruble on September 1 after the country's central bank confirmed that preparations for the state-backed central bank digital currency (CBDC) have been completed. From day one, the new payment system will be supported by Russia's largest banks and major retail chains.

The digital ruble is not intended to replace cash or existing electronic payment methods. Instead, it will operate alongside traditional payment options, expanding consumer choice while improving the efficiency of Russia's domestic financial system.

Starting September 1, businesses generating more than 120 million rubles in annual revenue will be required to accept digital ruble payments. The rollout will take place in several phases. Banks holding universal licenses, along with medium-sized businesses, will join the system in September 2027, while smaller financial institutions and companies will follow one year later.

Consumers will be able to access digital ruble wallets through the mobile apps of banks connected to the Bank of Russia's platform. The central bank has also confirmed that transactions made by private individuals will be free of charge.

Development of the project began in 2021. Since then, the Bank of Russia has conducted multiple pilot programs involving financial institutions, businesses, and selected customers. The latest testing phase also included smart contracts for public spending and programmable payment functionality.

The launch comes despite European Union sanctions targeting parts of Russia's digital financial infrastructure. Russian officials maintain that the primary objective of the digital ruble is to modernize the country's payment ecosystem rather than replace international settlement systems.

Bank of Russia Governor Elvira Nabiullina said the long-term goal is to encourage widespread adoption of the digital ruble while continuing to expand its capabilities in cooperation with commercial banks. The September launch marks Russia's most significant milestone yet in the development of its national digital currency.
